According to the Washington Post-Officials with the D.C. Department of Transportation had said in a June 2 letter that Faith and Action lacked permission to erect the waist-high sculpture, which sits on the front lawn of the Capitol Hill rowhouse that holds the group's national offices. Encarna Conde does not fit the profile of your average silicone enhanced, pouting porn star. At 45, she is a late entry to that group of women who seek fame or fortune by performing sexual acrobatics and faking orgasms for the camera.
Her first film, Breaking Barriers, is, however, already the subject of debate on internet chatboards and has even had entire pages dedicated to it in the Spanish press. The reason for the fuss is that Encarna is a wheelchair user who has a musclecontrol disorder called ataxia. She is also president of the Association of Andalucian Ataxia Groups.
Her decision to appear on screen with professional porn actors came after she wrote to Spain's biggest porn producer to complain that disabled people never featured in his films. Antonio Marcos, whose X Canal company's productions include titles such as Vice Mansion, Give it to Me Baby and How to Make Your Own Porn Movie, agreed to hold a casting for aspiring disabled porn stars.
Nobody, however, presented themselves so Encarna volunteered. 'There are plenty of meaty encounters,' reported a journalist from El Mundo newspaper.
'It was very pleasant, though I was somewhat cowardly,' says Encarna. Unusually for a porn film, however, Breaking Barriers ends with a serious conversation between Encarna and her producer. 'Disabled women have to take steps forward and one should always be happy if one breaks a barrier,' she says.

'Everybody, whether they are disabled or not, has the right to make their own sexual choices,' she says. Attempts by Spanish journalists, and The Observer, to interview Encarna have failed. El Mundo reported that her daring and controversial move into the world of pornography had caused ructions within her own association. 'We demand the right to decide on our own lives, without depending on other people who, simply because we have functional problems, take power over our lives, desires and future,' her website says.
Her association's site does not mention the film, but comments - both snide and praising - on its chatboard appear to be directed at Encarna herself. 'Good luck with your great challenge,' says one. 'This lady is a born fighter, she knows what it is to suffer and have so many things against her,' says another.

I apologize, but I just don't get it. All the fuss over what gay and lesbians spend or where they vacation, etc, etc...Do they spend their hard earned dollars differently than heterosexual people? Don't they also go to a store and pull out their credit cards, checks books and money the same as everyone else? Or is there a special technique for those in the marketing and retail world to make a distinction. Is there a need to highlight the spending habits of a particular group who enjoys a relationship with the same sex? Why can't the numbers reflect the American Public's spending habits as it has done for so many years? Last time I checked at a department store nobody was paying much attention.
But now it seems breathtakingly obvious that companies wooing gay and lesbian customers should use gay-themed imagery and content. Yet even though it's been years since corporate America started running ads in gay publications and Web sites to target the nation's 15 million gay and lesbian consumers, many companies have taken surprisingly long to do something as simple as show two men holding hands or a lesbian couple with their son.
But no longer. More and more companies are developing ads with specific gay and lesbian themes -- at no small expense -- in a bid to capture a piece of a market with $640 billion in buying power.
"Typically, companies would come in, run their regular ads to get their feet wet, the same ads (they run) in other consumer books," said Todd Evans, CEO of Rivendell Media, a New Jersey company that represents gay media companies.
"As they get more comfortable with it, they realize they don't have backlash, and they go that next step to have specific creative (content). ... That's big news, because to make specific creative is a very expensive proposition."
Last year marked the first time that advertising with gay-specific content comprised more than half of all ads in the U.S. gay and lesbian press, according to an annual report by Rivendell and New York's Prime Access Inc. that reviews 151 individual gay and lesbian titles. Only three years before, gay-specific content comprised just 9.9 percent of all ads in gay and lesbian publications.
In national gay and lesbian magazines, such as the Advocate and Out, where national brands dominate, gay-specific ads were more common last year, accounting for 74.1 percent of all advertising -- up from 59.1 percent in 2004. The report said that's "a clear indication that the majority of national brands marketing to the gay and lesbian audience are creating unique advertising executions that appeal directly to these consumers' sensibilities and mind set."
"You can no longer have your product with a little rainbow flag next to it and expect to reach the gay and lesbian audience," said Jeff Soukup, chief operating officer at San Francisco's PlanetOut, which owns Web sites Gay.com and PlanetOut.com, as well as print publications the Advocate and Out. "You need to be very targeted. When Jaguar advertises, they don't just show a car. They show a gay or lesbian couple walking toward it hand in hand."
While they welcome inclusive images, gay and lesbian consumers are sophisticated enough to differentiate between window-dressing and companies that really walk the walk, said a variety of Chronicle readers informally polled by e-mail.
"As they say, put your money where your mouth is," wrote Don Savoie of San Francisco. "If companies really want to show their diversity, support for (gay and lesbian) events and domestic partnership benefits are strong ways to do it, especially if they are facing a tough backlash from groups who claim to be 'family-friendly' or 'traditional values.' I am inclined to support companies who show resolve and backbone."
Sponsoring events, such as this week's gay pride festivities, is one key way companies try to show that they're serious about the market.
"Companies who go into sponsorship are aware of the need to show support for the community and not appear to be pandering to us just to get a dollar," said Michael Wilke, founding executive director of the Commercial Closet Association, a nonprofit group that tracks images of gays and lesbians in advertising.
San Francisco's gay pride festivities have two dozen corporate sponsors, including Bud Light, Delta Airlines, Travelocity, Comcast, Wells Fargo, San Francisco Toyota, Bank of America, MasterCard, Diet Pepsi and Showtime, which pay about $10,000 for a parade entry and $8,000 for a booth. (The Chronicle and its online affiliate, SFGate.com, are principal sponsors.)
"We find that (corporate) partners who come to us (have) a very deep commitment" to (gay and lesbian) causes, said Lindsey Jones, executive director of the San Francisco Lesbian, Gay, Bisexual and Transgender Pride Celebration Committee, which produces the event. "As a community, we know what it's like to be marketed to. What tends to be important is corporate partners who stay with the movement. I think the loyalty increases."
Both the Gay Games and the Out World Games, despite taking place within a week of each other this summer, have attracted strong rosters of corporate support, Wilke said.
"The Gay Games has raised $2 million in sponsorship this year, which is the highest it's ever had," he said. "The last time it was in the United States, back in 1994 in New York City, the Gay Games raised $700,000 in corporate sponsors."
Robert Witeck, CEO of Witeck-Combs Communications, a Washington marketing and public relations firm that specializes in gay and lesbian consumers, said many corporations have matured in their approach to the market, targeting different segments, rather than treating it as one indistinguishable group.
"Not all gay people are the same," he said. "We're not homogeneous even though we have the word homosexual."
Gay and lesbian consumers with children represent one subgroup corporations recently have begun to acknowledge in their marketing. Another area of growing sophistication is the financial services field, where firms are targeting the audience for everything from retirement planning to mortgages.
"When you think of conservative, you think of the bankers of the world, but they're not (conservative) in terms of consumer outreach," Witeck said. "They're very keen to connect with people on the one thing everyone has in common: sensitivity about their money."
It's a fallacy that gays and lesbians make more money than straight people. In fact, their incomes mirror those of the population as a whole. But what does differentiate them as consumers is that they have more discretionary money since they're less likely to have children. As of the 2000 Census, one in five gay male couples and one in three lesbian couples had children.
Moreover, gay consumers regularly show up in studies as having more allegiance to companies that court them. "Loyalty stats of gays and lesbians are higher than loyalty stats for NASCAR fans," said PlanetOut's Soukup.
Companies that work to be gay-friendly have experienced some backlash, but it has come mostly in the form of bad publicity, rather than impact on the bottom line.
A conservative group called the American Family Association last year targeted Ford Motor Co. for a boycott because of its advertising in gay media and its internal policies recognizing same-sex couples. Ford drew criticism for initially meeting with the group, although it declined to change its policies under pressure. Most experts think the boycott had little or no impact. Ford's sales have been declining, but for reasons having little to do with the boycott.
"There has not been any evidence of success on the part of these conservative organizations to silence companies that are interested in the gay market," Wilke said. "Companies today recognize that they can't afford to lose any customers, so that means being sensitive to everyone but going after everyone they decide is relevant."
Jones of San Francisco Pride thinks companies that participate as sponsors get a double benefit.
"It is business with a heart and soul," she said. "You get your return on investment, but you also help to provide a space for people to come together and be their authentic selves. You've gotten your marketing bang for your buck but also you've made a difference in the community."

But the decision by one of the country's top state schools to ban American-style 'purity rings' - increasingly worn by Christian teenagers to symbolise a pledge not to have sex before marriage - has prompted not just a standoff with local parents, but a debate over religious expression and sex education. According to the aLondon Observer--Heather and Philip Playfoot have spent almost two years in dispute with Millais School in Horsham, West Sussex, over their 15-year-old daughter Lydia's ring. While the school's uniform rules forbid jewellery, they argue that the rings - given to teenagers who complete a controversial evangelical church course preaching sexual abstinence - hold genuine religious significance. 'The ring is a reminder to them of the promise they have made, much the same as a wedding ring is an outward sign of an inward promise,' said Heather Playfoot. 'There are Muslim girls in the school who are allowed to wear the headcovering, although that isn't part of the school uniform, and Sikh girls who are allowed the wear the bangle although that isn't part of the uniform. It's a discriminatory policy. 'We don't want her education to be disrupted because of it but we do want her to feel free to wear something that is very significant.' The family claim that Lydia and up to a dozen other pupils wearing purity rings have been forced to take lessons in isolation as punishment for breaking the rules, threatened with detention and that - in Lydia's case - the school governors intimated she could be expelled for repeatedly defying the rules. Heather Playfoot said the school had told them it was a health and safety issue. Lydia has now stopped wearing the ring in school. 'It makes me feel quite upset and angry as well, and in a way betrayed a little, because the school are always teaching us to be safe and we are trying to stand up for something,' she told The Observer. 'We get picked on and called out of lessons to see if we have got [the rings] on. I do actually keep to the school rules and I don't like stepping out of line or anything, but I just think this is really unfair.' Her ring came from the Silver Ring Thing, an evangelical initiative recently introduced to Britain from the US, with which her parents' local church is involved. The organisation is highly controversial, with some experts arguing that abstinence pledges are actually less effective than conventional sexual education which advocates teenagers waiting until they are ready, but emphasises safe sex. Silver Ring Thing is critical of contraception, suggesting it is dangerously fallible - which critics say only encourages teenagers who do break their pledges to have unprotected sex. The Playfoots however are equally critical of standard sex education. 'Here you have 12 girls who want to live an alternative lifestyle: we are not asking the school to subscribe to it, just respect it,' said Heather Playfoot. The issue has now been taken up by the Tory MP Andrew Selous, chair of the Conservative Christian Fellowship, who raised the wearing of purity rings with the Schools Minister Jim Knight in the House of Commons last week. Knight told him in a written parliamentary answer that while school governors had freedom to set uniform rules, government guidance states that they 'should have regard to their responsibilities under equalities legislation' and be 'sensitive to pupils' cultural and religious needs'. Selous said while many schools banned jewellery he did not see a problem with purity rings, adding: 'Given that the government is failing to avchieve its teenage pregnancy targets, you would have thought that schools would do everything in their power to help children help themselves.' However Keith Porteous Wood of the National Secular Society defended the school, adding: 'If the school has the uniform policy I don't see why it should make an exception for this. I'm deeply distrustful of these Silver Ring Thing-type initiatives: the research is quite clear that they don't work.' Leon Nettley, headmaster of the Millais School, said in a statement that the school's own sex education programme already stressed the illegality of underage sex and encouraged pupils to discuss the issues, adding: 'In relation to the issue of wearing a purity ring, the school is not convinced that pupils' rights have been interfered with by the application of the school's uniform policy.' The abstinence debate Hundreds of British teenagers are thought to have gone through courses organised by the Silver Ring Thing, created a decade ago by two Christian activists in Arizona as a response to rising teenage pregnancies. It promotes abstinence before marriage and sexual fidelity within it, using Bible teachings and DVD clips to emphasise the horrors of sexually transmitted diseases and abortions. At the end of the course, children prepared to pledge chastity can pay £10 for a silver purity ring to be given to their spouse on their wedding day: even non-virgins can be 'born again'. US President George Bush has heavily advocated abstinence teaching, budgeting $170 million a year for it. However, research by Columbia and Yale Universities found while those who pledge chastity may delay first sex, 88 per cent of them eventually break the promise, and are then less likely than non-pledgers to use contraception. She is no more an "expert" on this subject than you or I, the voters.
I give whatever aide thought of this issue a "one finger salute" and it will be a talking point for months to come, but, it's just a political hot button fueled with air for now anyway.

ATLANTA -- I couldn't make this up even if I tried. Here's your tax dollars hard at work. Black adults hear better than white adults, a government study found. The study also found that women hear better than men, and that overall, hearing in the United States is about the same as it was 35 years ago, despite the advent of ear-blasting devices such as the Walkman and the iPod. Previous research reached similar findings about racial and sex differences, but the new study by scientists with the federal National Institute for Occupational Safety and Health was the largest national sample to report such a finding, experts in acoustics said. The racial difference may be related to melanin, a skin pigment. Some scientists believe black people's larger amounts of melanin protect them from noise-induced hearing loss as the years go by, study researcher William Murphy said. Scientists suspect melanin plays a role in how the body removes harmful chemical compounds caused by damage to the sensitive hair cells in the inner ear. 'You'd think society is noisier now'
