In Vallejo on Saturday night, police arrested a former boyfriend in the killing of Officer Kaliah Ashante Harper, a rising star in the Richmond Police Department, who was gunned down outside a funeral service in Fairfield on Friday afternoon.
 
Police arrested Quartus Lee Hinton, 28, without incident in the Vallejo marina area at 8:45 p.m. Saturday on a no-bail murder warrant after an extensive manhunt involving numerous law enforcement agencies.
 
Hinton -- said to be distraught over a recent breakup with Harper -- is suspected of shooting her multiple times in the upper body and head at point-blank range Friday after a funeral for two young boys. The boys were killed Nov. 17 in a traffic crash on Highway 12, Fairfield police Lt. Tony Shipp said. Harper, a four-year officer who lived in Suisun City, was off-duty when she was killed. It's unclear whether she was armed at the time, Shipp said.
 
"She didn't have to die like that," Harper's mother, Beverly Moore, said at police headquarters, where her 28-year-old daughter had excelled as a narcotics officer.
 
"She used to always tell me, 'Mama, I'm not gonna live a long life,' " Moore said. "She would say, 'I really know that.' And I thought it would be in the line of duty, not just a senseless act from a jilted lover."
 
Harper and Hinton had dated for about six months and had broken up between two and three weeks ago, Richmond police Lt. Enos Johnson said during a news conference Saturday.
 
Hinton was "somehow related" to the two boys killed in the traffic crash, and Harper knew the boys through him, Johnson said. Harper had gone to the funeral service out of respect for the boys.
 
"She was there to honor them," Johnson said.
 
During a reception at Fairfield Community Center after the funeral, Hinton and Harper walked out to the parking lot together about 2:30 p.m., police said. Moments later, mourners heard gunshots and found Harper lying on the ground, police said. A green Ford Taurus was driving away, police said.
 
A handgun was found a few blocks away, and police located the Taurus about 2 a.m. Saturday at the Westfield Solano mall, less than 2 miles from the shooting, Shipp said.
 
Hinton has multiple addresses in Solano County, and it's unclear where he currently lives, according to police. About 200 officers from local police agencies, the FBI and the Drug Enforcement Administration -- including off-duty officers who had worked with Harper and felt compelled to help -- fanned out Friday night to search for her killer, Johnson said.
 
"They wanted to help," he said. "That's the type of love she created."
 
After Hinton was taken into custody near the Vallejo marina, he was transported to the Fairfield Police Department for questioning, said Richmond police Lt. Mark Gagan.
 
Johnson recounted how he had helped recruit Harper to be an officer after the Richmond native applied for a dispatcher position. Police handed out a three-page document listing Harper's 12 letters of commendation since she started as a trainee at the department in 2002. She was promoted to the narcotics task force while still a probationary hire, an indication of how quickly she had impressed her colleagues and superiors, officials said.
 
They also said she graduated in the top half of her class.
 
"She was an up-and-coming leader in this organization," Deputy Chief Lori Ritter said.
 
Johnson's eyes were rimmed red and his voice at times trembled with emotion during the news conference, which was attended by police officials, City Councilman Nathaniel Bates and Harper's mother, sister and best friend.
 
"I'm a little emotional because I helped bring her into this department," Johnson said. "This is a tremendous loss for us."

The blogs are filled with heated debate over the word used the other night by Richards who belted out the word forever caught on tape for the world to hear. I am not making excuses for Richards remarks as I believe they were wrong to have been shouted out in the first place.  Recently, I attended a Chris Rock show and two thirds into the show we got up and left. After 6 Months, N.J. Officer Charged With Wife's Murder

It took authorities more than six months to decide whether to charge Millville Police Sgt. Robert Vanaman, who authorities said claimed he was acting in self-defense when he fatally shot his wife on May 11. Barbara Vanaman, 37, died of two gunshot wounds to the chest.

Cumberland County Prosecutor Ronald Casella said the case was tricky in part because there were no witnesses.

Robert Vanaman, 37, spent four days in a hospital for treatment of stab wounds and slashes to his torso and arms, said his lawyer, Joseph O'Neill.

Vanaman, a 15-year veteran of the police force in the city 40 miles west of Atlantic City, was suspended after the shooting. The charges he faces include murder, hindering an investigation and suppression of evidence.

Since the slaying, he had been on leave from his police job and was raising his 14- and 5-year-old sons.

Neither boy was home when their mother was shot. But the younger one did see his father led away in handcuffs Tuesday, O'Neill said.

A judge set bail Tuesday at $750,000. Vanaman was to appear in court Wednesday.

BASKING RIDGE --Longtime New York Yankees manager Joe Torre, whose advocacy against domestic violence stems from his own traumatic childhood, charged Monday that baseball and other sports remain "in the dark ages" about the problem.
 
Torre, 66, started as Yankees manager in late 1995 --around the time he confronted long-repressed memories and founded the Safe At Home Foundation with his wife, Ali.
 
"It's a matter of understanding you're not the only one going through this," Torre, the keynote speaker at a national domestic violence summit hosted by Verizon Wireless, told 125 people in the room.
 
Torre said that athletes "sometimes spread mixed messages," by using rhetoric and imagery about aggression on the field that all too often carry over at home.
 
Asked about the arrest last summer of a Phillies pitcher for allegedly punching his wife, Torre said leaders in baseball and other sports need to speak up.
 
"There are a lot of people living in the dark ages,"Torre said.
 
Regina Braham, director of community relations for the Jersey Battered Women's Service in Morris County, said in an interview afterward that she struggles to convince people about the extent of domestic violence in the region.
 
"Regardless of income or ethnicity, anybody can be a victim of domestic violence," Braham said.
 
Torre, who had a successful 17-year career as a player, said baseball helped him reclaim confidence that was lost during his turbulent childhood in Brooklyn, N.Y.
 
The youngest of five children, Torre recalled hearing whispers, and thinking that he must have done something wrong. He felt guilt, and shame, about things over which he had no control.
 
"There may be abusers out there who do not realize the scars they are leaving," Torre said.
 
Torre's scars remained hidden for decades -- long after both his parents died.
 
Avoidance ended in Dec. 1995 when Torre attended a symposium at the request of his wife, Ali, who was eight months pregnant with their first child.
 
Crying with strangers
 
Torre -- who, the following year, would start his first season as Yankees manager and win the first of his four World Series titles -- said he was stunned to end up "crying your eyes out" in a room of strangers.
 
Joe and Ali Torre's Safe At Home Foundation funds "Margaret's Place," which gives children from troubled homes a chance to open up about their problems at school.
 
Margaret's Place is named for Torre's mother -- a public acknowledgement of her private pain that she likely would not have wanted, Torre said somewhat ruefully.
 
Taking questions from the audience, Torre was asked by Karen Jeffreys about a high-profile incident last June.
 
A pitcher for the Philadelphia Phillies was arrested for allegedly punching his wife on a Boston street. The team let him pitch the next night, amid a chorus of criticism. Charges were later dropped at his wife's request.
 
Jeffreys, project coordinator for the Rhode Island Coalition Against Domestic Violence, asked Torre whether baseball could be more responsive on the issue.
 
Some in denial
 
Torre responded that baseball, to an extent, was in denial -- and that the ignorance had to end.
 
"Whether we like it or not, we are role models," Torre said.
 
Torre said he does not interfere in the private lives of his players but encourages them to speak to him about any problems.
 
Ali Torre interjected that said she was encouraging baseball to help sponsor domestic violence awareness efforts.
 
Verizon Wireless' chief executive officer, Denny Strigl, spoke before Torre and outlined the company's long commitment to combating domestic violence.
 
Since Oct. 2001, the company's "HopeLine" program has given $2 million in grants and nearly $10 million in wireless phones and service to domestic violence prevention organizations.
 
"It is our nation's silent epidemic, yet its effects are anything but hidden or silent,"Strigl said.
 
Workplace cases
 
Strigl added that the Verizon had been inspired to reach out, in part, by what it was witnessing in the workplace.
 
"We came to realize that domestic violence came to work, every day, with some of our employees," he said.
 
Torre said efforts aimed at deterring domestic violence must focus on children.
 
"If you're going to end the cycle in domestic violence,"Torre said, "you got to go to the next generation -- the ones who might possibly say, 'My Dad did it,'" Torre said.
 
Torre was not asked about his baseball career, or his near-firing last fall when the Yankees failed to reach the World Series for the third straight year.
 
Torre -- who was spared, but criticized, by Yankees owner George Steinbrenner after the latest disappointment in October -- gave a playful, knowing glance when somebody alluded to "tough bosses."
 
A large contingent of local police officers were on hand --ostensibly to provide security, though many appeared eager to interact with the baseball legend up close.
 
Torre said he was grateful for his baseball talents, but particularly proud of his work in raising domestic violence awareness.

Hope Bass is the mother of Alfred Brown, 29, a Bexar County detention officer, who is accused of stabbing to death Kathy Chavira, 27. Chavira suffered multiple stab wounds in Bass' frontyard over the summer her son stabbing Chavira, with whom her son had two children.This is a perfect example of "Mate Guard"
 
A slap across the cheek or a punch in the eye — both acts can lead to a woman's death at the hands of the man she loves.
 
Domestic violence cases across the Country, are rising, but there are several warning signs that woman should pay attention to in order to save their own lives.
 
Even in today's world, it happens: men who try to control women to the point where they'd rather kill them then let them go.
 
"I was screaming my head off, "Stop, Stop, Stop." And she moved over to the other house, and he fell over her and he stabbed her," Hope Bass said. "I wanted to stop him, but I couldn't."
 
In July, Bass, the mother of former Bexar County jail guard Alfred Brown, watched as her son stabbed his girlfriend, Kathy Shavira, to death in what police called a fit of jealousy.
 
Some experts say these acts are a form of violent rage that dates back to ancient times.
 
"I think it goes back thousands of years — or even longer, tens of thousands of years," David Buss said.
 
Buss, a professor at the University of Texas at Austin, studies evolutionary psychology — the mechanisms that brains of early humans developed to cope with the world that still affect us today.
 
One of those mechanisms, called mate guarding, is the drive for men to get the best mates and keep them.
 
"You have the evolution of long-term mating, which we do have in humans, then you have the evolution of mate guarding and the evolution men who don't want to let go," Buss said.
 
Like the case in August of Matthew O'Connor and his newly divorced wife, Evairene.
 
Police said O'Connor had been stalking his ex-wife. She got a protective order, but on the day they were supposed to appear in court, O'Connor shot his ex-wife 20 times, then killed himself.
 
"That woman expected he was going to kill her, unfortunately. What an awful thing," said Susan Reed, the Bexar County District Attorney.
 
Reed said when a woman dumps a man and he starts believing she's not replaceable, the situation becomes very dangerous.
 
Emilio Ramirez, 40, was convicted of shooting and killing his girlfriend, Melissa Jimenez, 30, in a fit of rage.
 
Ramirez is now serving an 18-year sentence at the Jordan Detention Center in Pampa.
 
He said he takes full responsibility for Jimenez's death and said he never got a chance to explain to Jimenez's family what happened, and he's sorry for what he did.
 
Ramirez denies ever abusing Jimenez, but scientists say in most cases, almost every man who kills a girlfriend or spouse starts out by abusing her.
 
No one knows when abuse will turn deadly, but there are ways women can spot abusers before it's too late.
 
"If he's trying to control her time — all the time — if he's trying to cut off her relationships with her friends and kin, that's a dangerous sign," Buss said.
 
Experts also say repentance — "I'll never do it again" — really means the opposite.
 
And just because you leave doesn't mean the danger has ended.
 
Five years ago, San Antonio saw this at its worst.
 
Jessica Garcia was packing to leave her husband Frank, who she said was abusive and stalking her.
 
Police said Jessica Garcia had a protective order, but that didn't stop Frank from killing her and police officer Hector Garza after Frank Garcia's mother called and told him Jessica was leaving.
 
"The way the legal system is set up, there's not much a woman can do now," Buss said.
 
"Once they violate the protective order, we'll file another criminal case on them," Reed said. "But they're free to be on bond, which means they're free to go get a gun and go shoot the person, if they so choose."
 
Reed plans to ask the state for a new law next year that would allow her to throw those who violate a protective order in jail and keep them there.

Clay County judge denies public defender in assault case

The Kansas City Star reported,  Clay County judge has ruled that a former Kansas City police officer accused of fatally abusing a 2-year-old girl, is not eligible to be represented by a public defender.
 
Nicholas A. Minet, 28, of Kansas City is accused of first-degree assault and child abuse.
 
According to court documents, officials accuse Minet of throwing Alyssa Eickmeier onto a mattress and then later shaking her, injuring the girl’s brain and fracturing her skull.
 
Those allegations were filed Oct. 20. The child died Oct. 22, but authorities are awaiting the results of the medical examiner’s autopsy and an additional police report to determine other possible charges in the case.
 
During a hearing on Tuesday, authorities said they reviewed Minet’s income and determined he was not eligible for a public defender, said Jim Roberts, spokesman for the Clay County prosecutor’s office.
 
The court documents said Minet, who had been with the police department since 2003, was baby-sitting Alyssa, his girlfriend’s daughter, on Oct. 19 in a home when he became frustrated with the child’s crying.

Controversial kids camp will close

The summer camp featured in the documentary "Jesus Camp," which includes scenes with disgraced preacher Ted Haggard, will shut down for at least several years because of negative reaction sparked by the film, according to the camp's director.

The documentary, which hit select U.S. theaters during the summer, portrays the way out Pastor, as drill instructor to a group of young evangelical children steeling themselves for spiritual and political warfare.

The Pastor is accussed of "brainwashing" the children. The documentary also includes scenes of Haggard, the evangelical leader accused of gay sex and drug use.

In a movie scene the Pastor looks into the camera and says kiddingly: "I think I know what you did last night," drawing laughs from the crowd. "If you send me a thousand dollars, I won't tell your wife."

 

Later, another joke for the filmmakers: "If you use any of this, I'll sue you."

The married, 50-year-old father of five admitted in a letter read Sunday to his followers that he was "guilty of sexual immorality." He has yet to address specific claims by a male escort that Haggard paid him for sex over the past three years.

Haggard has acknowledged that he paid Mike Jones of Denver for a massage and for methamphetamine, but said he didn't have sex with Jones and didn't take the drug.

He resigned last week as president of the National Association of Evangelicals, which represents 30 million people, and was removed Saturday as leader of his own church.

The co-director of "Jesus Camp," said the negative reaction to the film "has weighed a little heavy on our hearts." And I am sure their pocket books!

And her days as a TV reporter in Florida a decade ago took her into homes where she saw kids "up all hours of the night" and homes where kids whose "single moms were so desperate to have someone in their lives they allowed their children to be abused."

In Illinois, 77 percent of black moms who gave birth in 2004 were unmarried; 53 percent of Hispanic moms and 22 percent of white moms were also single, according to the National Center for Health Statistics. Williams says her site is geared toward everyone, though she aims some of her content to black single moms, since there are so many of them.

Sure, there are other Web sites -- the National Organization of Single Mothers (www.singlemothers.org) where moms can share stories and advice. But Williams answers each woman individually.

She says she's answering a calling. "I always felt like I should say something," she says of those encounters with other single moms.

Some of that advice may be difficult to swallow:

•  She advises moms to put their dating lives aside and put the kids first. Easier said than done, considering many moms are lonely. If the guy is really special, then he's worth bringing home, but be sensitive to your kids' feelings.

•  Mad at your child's father -- or the woman he's taken up with? "Stop the drama and think about the person who has the least power and the most to lose by all the drama -- your child," Williams writes on her site. "You need to go on and accept the fact that when the kids see Daddy, they're probably seeing her, too. And they might just like her."

•  And, wait for the sweet moments: On her online blog, she writes: "Winston called last night on his way back to college from his daddy's wedding. He said he wanted to tell me that... 'you and my dad gave me a really good childhood.' He said he knew... that each of us tried our best to look out for him."

A 19-year veteran of the Omaha Police Department was arrested for drunk driving in Bellevue Omaha. Sergeant Gerald Baggett bonded out of jail the same day.

In addition to driving under the influence, Baggett was cited for reckless driving and an expired registration.

The 43-year-old posted 10 percent of a $2,000 bond.

Omaha Police Officer Andrew Passo said, "Sgt. Gerry Baggett was arrested in Sarpy County. He is on administrative duty pending an investigation."

Cyndee McCarthy of Mothers Against Drunk Driving educates people about the dangers of mixing alcohol and automobiles. A drunk driving victim herself, she says the arrest of an officer is a step back in her fight.

"There should be consequences, and maybe even a little higher for (police officers) because they are supposed to be there to uphold the law," McCarthy said.

"It's a little disheartening to know that there is an officer out there that's supposed to be upholding the law and stopping people from doing it, and yet they are doing it themselves."

Last month, a Lincoln police officer was also arrested for drunk driving. The Lincoln Police Chief says Officer Jennifer Schenkel tested well over the legal limit.

Jail records indicate that Baggett's blood alcohol content on Wednesday was 0.09. The legal limit is 0.08.

Sgt. Baggett was one of five officers involved in a police shooting eight years ago. Officers shot and killed 43-year-old Tracy Pollock after he rammed a police cruiser and opened fire on police.

Baggett and the four other officers were cleared of any wrongdoing in that incident.

Christian Teen Murdered shouting "I Want Jesus"

JERSEYVILLE, Ill.--- A teenager carrying a Bible and shouting "I want Jesus" was shot twice with a police stun gun and later died at a St. Louis hospital, authorities said. Is this a misuse of a weapon, that we, as the general public have been told by authorities is not lethal? The full account of the incident will never really come into the Public's view. The mere fact that he was murdered is cause enough for Christian's around the world to rally and advocate on behalf of an innocent young man taken before his time and the circumstances for which he lost his life.  

In a statement obtained Tuesday by The Associated Press, police in Jerseyville, about 40 miles north of St. Louis, said 17-year-old Roger Holyfield would not acknowledge officers who approached him and he continued yelling, "I want Jesus."

Police tried to calm the teen, but Holyfield became combative, according to the statement. Officers fired the stun gun at him after he ignored their warnings, then fired again when he continued struggling, police said.

Holyfield was flown to St. Louis' Cardinal Glennon Hospital after the confrontation Saturday; he died there Sunday, police said.

An autopsy was planned for Tuesday.

The statement expressed sympathy to Holyfield's family but said city and police officials would not discuss the matter further.

Calls Tuesday to Jerseyville Police Chief Brad Blackorby were not immediately returned. The department has been using stun guns for about five months, according to the statement.

In a report released in March, international human rights group Amnesty International said it had logged at least 156 deaths across the country in the previous five years related to police stun guns.

The rise in deaths accompanies a marked increase in the number of U.S. law enforcement agencies employing devices made by Taser International Inc. (TASR) of Scottsdale, Ariz. About 1,000 of the nation's 18,000 police agencies used Tasers in 2001; more than 7,000 departments had them last year, according to a government study.

Police had used Tasers more than 70,000 times as of last year, Congress' Government Accountability Office said.

Amnesty International has urged police departments to suspend the use of Tasers pending more study. Taser International said the group's count was flawed and falsely linked deaths to Taser use when there has been no such official conclusion.

The city of St. Louis also drew unwanted attention for crime this week when it was named the most dangerous U.S. city by Morgan Quitno Press. The ranking looked only at crime within St. Louis city limits, not its metro area.
